County Manager
Newton County operates under a County Manager Form of Government, meaning employees report to an administrator for the day-to-day operations of the County. The County Manager reports to the elected Board of Commissioners who set policy and the budget for the County.
Jarvis Sims began his tenure as Interim County Manager in March of 2022. Sims brings more than 19 years of local government experience in various roles to Newton County. His previous employment was as Deputy Administrator for Augusta, Ga and prior to that as Interim Administrator with the city.

- Bachelor of Science in Criminal Justice, Georgia State University
- Master's in International Business, Mercer University
- Completed Study Abroad Program in China in 2007
- Awarded a Certification of completion for Digital Transformation in Government: Innovating Public Policy and Service, John F. Kennedy School of Government at Harvard University, Executive Education in March 2020
- Crime Prevention through Environmental Design Professional Designation in November 2014.
